Vagrantのインストールを行う
私はYoukiの環境構築を行う際、Vagrant / Virtualboxを使用しました。
youkiプロジェクトのソースコードを確認すると、Vagrantfileがトップにあります。このファイルを活用して手軽にyouki環境を立ち上げることが出来ました。
ですので、まずは以下のリンクを参考にVagrant / Virtualboxをインストールしてください。

すでにVagrant / Virtualboxをインストールしている方は、次の項目に移動しましょう。
ソースコードの入手
ソースコードの入手のために、次のgitコマンドを実行してください。
git clone https://github.com/containers/youki.git

プロジェクトディレクトリへ移動
cd .\youki\
Vagrantfileが確認できるディレクトリまで移動できれば成功です。
起動
以下のコマンドを実行して、youkiを立ち上げましょう。
vagrant up
ただし、私の場合は404エラーが出てしまいました...。

環境変数を変更して再チャレンジ
上記の内容について、githubにてissue形式でしつもんしました。

上記のエラーが発生した場合は、Vagrantfileを修正して実行すればよいとのことでした。
VAGRANT_VAGRANTFILE=Vagrantfile.containerd2youki vagrant up
$env:VAGRANT_VAGRANTFILE="Vagrantfile.containerd2youki" vagrant up
実際、上記のコードで私の環境では動き出しました。
ログを見ていると、ベースイメージをubuntuに変更しているみたいです。
